January 15, 2008
H.E. Dr. Ghanim Al-Jumaily paid a courtesy call on former Prime Minister H.E. Mr. Shinzo Abe.
The following is the gist the Ambassadorfs speech.
1. Seasonal Greeting
2. Congratulate on@Mr. Abefs recovering from sickness
3. Thanking Japanfs commitments for Iraq ODA, GSDF, ASDF, Yen loan
4. Update of Iraqfs situation
It has improved significantly especially in the central part of Iraq. If people realize the improvement of their daily life, a benevolent cycle will be established.
5. In order to stabilize oil price, it is effective to establish partnership between Japan and Iraq. Recently, the oil price is not determined by supply and demand scheme but by speculation. Fluctuation of oil price is not good for both Japan and Iraq.
6. Continuous dialog will be necessary to enhance bilateral relations. Holding regular meetings is effective to maintain good relation.
7. On January 25, the first signing ceremony of Yen loan will be held in Tokyo. In March the second National reconciliation meeting will be held in Tokyo.
H E. Mr. Abe
I am glad to hear that the security situation of Iraq is improving. Japan receives about 90% of oil consumption from the Middle East . So the stability of the region is Japanfs interest.
Last Friday the bill which allows MSDF to provide refueling mission in Indian Ocean has passed the Diet. Japan need to contribute international society to fight against terrorism. It doesnft rink directly to the security situation of Iraq. However, it would be a remote reason of bringing peace to Iraq.
Japan will continue to assist Iraq. I highly evaluate the initiatives of Japanese private sectors. I agree on establishing partnership between two nations. I also agree on holding a regular meeting among the officials of two governments. I will propose this idea to the Japanese government.
